USAID Linkages for Small and Medium Enterprises (LinkSME) project


Funded by the United States Agency for International Development (USAID), the USAID Linkages for Small and Medium Enterprises (LinkSME) project focuses on enhancing the business enabling environment and creating opportunities for small and medium enterprises in Vietnam. The $24.9 million project runs from September 2018 to September 2023.


Working closely with the Office of the Government and other government agencies, USAID LinkSME enhances the business enabling environment by:


Measurably reducing the compliance costs of business by promoting institutional reform, and streamlining regulations and administrative procedures;

Improving government-to-business interactions by supporting, among other things, the modernization and digitalization of government one-stop shop service centers.

Working closely with the Ministry of Planning and Investment, business associations, and public or private business development organizations (BSOs), USAID LinkSME facilitates opportunities for Vietnamese SMEs by:


Building their capacity to meet the exacting demands of lead firms;

Facilitating the establishment of longer-term supply relationships between Vietnamese SMEs and lead firms;

Helping Vietnamese SMEs recover from the economic effects of the COVID-19 pandemic by, among other things, accelerating their digital transformation, facilitating access to finance, and supporting debt restructuring efforts;

 Enhancing the capacity of BSOs to provide many of the above services on a longer-term, sustainable basis.


USAID LinkSME is facilitating business linkages between Vietnamese SMEs and lead firms working in the electronic, metal, textile/garment, agro-processing, wood product, or plastic product sectors (preferred sectors).
